What is NRC(National Register of Citizens)?
The National Register of Citizens (NRC) is a registry maintained by the Government of India containing names & certain relevant information for identification of Indian citizens of the Assam state. The register was specifically made for Assam state. However, on 20th November 2019, Home Minister Amit Shah declared during a parliamentary session that the register would be extended to the entire country. The register was first prepared after the 1951 Census of India and since then it has not been updated until recently.
The North-East Indian state of Assam has become the first state in India where the updating of the NRC is being taken up to include the names of those persons whose names appeared in the NRC of 1951 and is still alive; and/or of their present living descendants who have a permanent residence within the state.
The process of updating of state’s part of NRC in the state of Assam started in the year 2013 when the Supreme Court of India passed an order for its updating. Since then, the Supreme Court (bench of Chief Justice of India Ranjan Gogoi and Rohinton Fali Nariman) has been monitoring it continuously. The entire process is conducted by Mr. Prateek Hajela, an officer from the Indian Administrative Service cadre, who has been designated as the State Coordinator of National Registration, Assam and is carried out under the monitoring of the Supreme Court of India which has been holding time to time hearing on representations made to it by various interested parties & stakeholders in Assam.

Here’s a list of documents you may have to furnish if an NRC is carried out nationwide, Assam is the model.
Unlike the Census, the NRC update exercise in Assam was carried out by giving an individual the option to be included.
An applicant had the choice of picking any one of the documents listed under two heads. The 14 documents mentioned in the list should be On or before March 24 (midnight), 1971
- Electoral roll(s) up to March 24 (midnight), 1971
- Land and tenancy records
- Citizenship certificate
- Permanent residential certificate
- Refugee registration certificate
- Any government-issued license/certificate
- Government service/ employment certificate
- Bank or post office accounts
- Birth certificate
- State educational board or university educational certificate
- Court records/processes
- Any LIC policy

Since the citizenship cut-off date in Assam is midnight of March 24, 1971, all these documents could not be from a date later than that. This meant an Assam resident who didn’t have any 1971 documents that mention her name can show any one of the documents named in this list if it mentions her father or grandfather. But such applicants then had to establish their link with their father/grandfather by furnishing one more document to be picked from List B, which included eight options:
- Birth certificate
- Land document
- Board/University certificate
- Bank/LIC/post office records
- Circle officer/gaon panchayat secretary certificate in case of married women
- Electoral roll
- Ration card
- Any other legally acceptable document
In the case of women married to other places, and have no documents that they could pick from list B to establish their family link, two documents were to be allowed to them. They were:
- Circle officer or gaon panchayat secretary certificate which can be furnished as a supporting document by a woman migrating after marriage.
- It need not be on or before the 1971 date.
- A ration card issued on or before the 1971 date.

What is Citizenship Amendment Act?
The Citizenship Amendment Act is based on religion, with a thrust on the exclusion of Muslims from those immigrants from India’s three Muslim-majority neighbors — Pakistan, Bangladesh, and Afghanistan — seeking India’s citizenship. But the National Register of Citizens is not based on religion. It seeks to detect any illegal immigrants, regardless of their caste, creed or religion and detain and eventually deport them.

Centre says these minority groups have come escaping persecution in Muslim-majority nations. However, the logic is not consistent – the bill does not protect all religious minorities, nor does it apply to all neighbors. The Ahmedia Muslim sect and even Shias face discrimination in Pakistan. Rohingya Muslims and Hindus face persecution in neighboring Burma, and Hindu and Christian Tamils in neighboring Sri Lanka.

How does it affect Indian?
CAB or NRC cannot be seen independently. If someone cannot present necessary papers to prove they are a citizen of India in nationwide NRC, they can still get citizenship, unless they are a Muslim. Imagine a poor Muslim family, they have lived all their life in India and chose to stay here post-partition but don’t have the necessary papers to prove that they are a citizen of India then they will have t face direct exclusion and will be sent to Detention camps because CAB discriminates on them just because of their religion. Whereas, if you are from any other religion and cannot present the papers to establish citizenship, you will still be able to get a pass because of the CAB. Hence, a section of Muslims residing in the country will also face dire consequences when nationwide NRC and CAB are combined.
What happens to Muslims excluded in NRC?
The detention centers are already being made in various parts of the country, especially Assam. These centers are like Jails, Where people have to live prisoners unable to earn a living or seeing their families. with no rights or Future.
How is it against our Constitution?
CAB is a bit that allows people from all religions except Islam to become citizens of India. It seeks to establish Muslims as second-class citizens of India by providing preferential treatment to other groups. this violates the Constitution’s Article 14,
the Fundamental right to equality to all persons. This basic structure of the Constitution can not be reshaped by any parliament. This bill is an attempt to create a rift between Indian society like the Britishers did and send Muslim citizens of our nation to Detention Centers. Our revolutionaries,
no matter what they were, Hindus, Muslims or Sikhs, gave up their lives and fought for an India which was secular. our Muslim citizens stayed back during partition because they believed in the idea of India.
They believed their religion and identity will always have equal respect and dignity. Discrimination against Muslims is both ethically and constitutionally wrong. Religion is not the basis of citizenship. Religion cannot be the basis of discrimination. And the state cannot take decisions based on religion. The CAB pointedly excludes Muslims. Those who suggest that India is the natural home for Hindus, but not Muslims, clearly see Islam as a foreign religion.
What can we do?
If we do not voice our concerns against CAB, India will slowly denigrate into a country where religion takes precedent over the constitution. Here is a list of things we can do.
1. Join and organize non-violent protests in your local areas. Come out in large numbers.
2. Voice Your Concerns and educate your fellow citizens about the combined effect of NRC CAB. Engage in dialogue and tell them how it is u.nconstitutional and a method to divide and rule our country.
3. Today Take a pledge of Non-Cooperation by not presenting your documents unless the religious bias is taken off the bill.
