What is NPR?
The National Population Register (NPR) is a register of the usual residents of the country. It is being developed at the local (village / sub-city), sub-district, district, state and national levels under the provisions of the Citizenship Act of 1955 and the rules on citizenship (registration of citizens and issue of national identity cards), 2003. It is compulsory for every usual resident of India to register in the NPR. A usual resident is defined for the purposes of NPR as a person who has resided in a local area in the past 6 months or more or a person who intends to reside in that area for the next 6 months or more.
Why NPR term is now popular in this time
After the Narendra Modi cabinet approved funds to the tune of INR 8,700 crore for the Census and another INR 3,900 crore for updation of the National Population Register (NPR), the exercise will begin from April next year. Data for the first NPR was collected in 2010 and then updated in 2015. The same exercise will now be carried out again in 2020 along with the 2021 Census.
WHO WILL CONDUCT NPR
The process of updating NPR will be carried out under the aegis of the Registrar General of India.R.G.I.will report to the Home Minister of India.
WHAT INFORMATION WILL BE COLLECTED UNDER NPR
The objective of the NPR is to create a complete identity database for each usual resident of the country. The database would contain demographic information such as:
- Relationship to head of household
- Father’s name
- Mother’s name
- Spouse’s name (if married)
- Date of birth
- Marital status
- Place of birth
- Nationality (as declared)
- Present address of usual residence
- Duration of stay at present address
- Permanent residential address
- Educational qualification
What is the current status?
NPR data was collected in 2010 during the 2011 Indian census data collection. It was updated in 2015 through a door-to-door survey. The scanning of the updated information is complete. The NPR data will now be updated with the census phase of the 2021 census houses from April to September 2020 in all states except Assam. Notification to the Official Journal to this effect has already been published by the central government.
WHAT IS THE USE OF NPR?
The question remains that if the government has Census than why does it need NPR.
The officials say that NPR data helps identify the demographics of actual residents who will be direct beneficiaries of any schemes launched in the area.
For example, a majority of permanent residents of an industrial town in Gujarat may be Gujarati speaking, but the majority of current residents may consist of Hindu speaking people from various parts of the country. The NPR data will help the government design and adapt schemes like Ayushman Bharat, Jandhan Yojna, or medium of instruction in schools as per the current demographics, thus making the schemes more effective.
Which state has to Exclude From NPR?
For the moment, the NPR exercise is not undertaken in Assam. Assam recently commissioned the NRC exercise to identify and detain illegal immigrants. The goal of a pan-Indian NRC is to detect and detain illegal immigrants, regardless of their faith, but some fear it may arbitrarily exclude genuine Indian citizens.
